Downtown Economic Enhancement District
- Authorized by the 2023 General Assembly for the Mile Square.
- Approved by City-County Council in December 2023.
- Republican representatives in the 2024 General Assembly sought to repeal it.
Compromise:
- Exempted all residential property (reducing revenue).
- Expansion of the taxing district.
- Shifted more control of the governing board to state appointees.
Funded by a 0.168% Gross Assessed Value Property Tax
- Approx. $1,680 per million in property value.
- All residential property and currently tax-exempted parcels are exempt
Governed by a 9-person appointed Board
- 4 by the Governor
- 2 by the City County Council
- 1 by the Mayor
- 1 by the Speaker of the House & Senate Pro-Temp
- Majority must be district property owners
There is a lot of development activity planned for the Mass Ave Cultural Arts District. The committee provides guidance to assist developers and Indianapolis Historic Preservation Commission applicants in creating successful projects.
