Proposed Downtown Indy EED Boundary

All of the Mass Ave Cultural Arts District falls within the proposed EED Boundary. 

Downtown Economic Enhancement District 

  • Authorized by the 2023 General Assembly for the Mile Square.
  • Approved by City-County Council in December 2023.
  • Republican representatives in the 2024 General Assembly sought to repeal it.
Compromise:
  • Exempted all residential property (reducing revenue).
  • Expansion of the taxing district.
  • Shifted more control of the governing board to state appointees.
Funded by a 0.168% Gross Assessed Value Property Tax
  • Approx. $1,680 per million in property value.
  • All residential property and currently tax-exempted parcels are exempt
Governed by a 9-person appointed Board
  • 4 by the Governor
  • 2 by the City County Council
  • 1 by the Mayor
  • 1 by the Speaker of the House & Senate Pro-Temp
  • Majority must be district property owners

There is a lot of development activity planned for the Mass Ave Cultural Arts District. The committee provides guidance to assist developers and Indianapolis Historic Preservation Commission applicants in creating successful projects.

Mass Ave Cultural Arts District (MACAD)

The Mass Ave Cultural Arts District (MACAD) is a 501(c)3 nonprofit public benefit organization seeks to preserve, enhance and promote the arts, placemaking, vibrancy, equity, heritage and prosperity of  the Mass Ave District in the NE Quad of downtown Indianapolis.

Incorporated in April 2021, it is committed to providing all visitors, businesses, and residents, shared stewardship and a welcoming sense of belonging to the district.

Mass Ave Merchants Association (MAMA)

The Cultural Arts District is powered by small, independent, and local businesses at the intersection of art, culture and commerce. The Mass Ave Merchants Association (MAMA) is a MACAD committee operating as a 501(c)6  nonprofit business association focused on promoting, encouraging, and supporting the development of Member businesses in the Mass Ave Cultural Arts District.
